SUMMARY:

The Director of Talent Acquisition will be accountable for defining and executing a Talent Acquisition strategy that will align with the organization's mission and strategy. This position will support 980+ employees in Washington State.

The Dir; of Talent Acquisition will also provide management/consultative services and develop, implement, and coordinate policies and programs in the areas of full life cycle recruitment, retention, promotion, succession planning and regulatory compliance.

PRIMARY DUTIES AND RESPONSIBILITIES: •

  • Identify and resolve key business issues; in partnership with leadership and the HR team to develop human resource business solutions that align to department budget.

  • Manage, lead, coach, mentor and develop the talent acquisition team. May 2020

Develop and manage programs that support the filling of vacant PHS roles. Set recruitment targets and

build talent pipelines for future recruitment needs. Establish innovative candidate sourcing strategies,

especially for hard-to-fill positions.

Manage the staffing function and all steps associated with sourcing and delivering qualified, diverse

candidates in the recruitment of prospective employees in accordance with organizational and legal

requirements.

Actively recruit for senior level roles. Additionally, develop and implement a Talent Acquisition strategy and

supporting programs that focuses on both the quality of hire and timeliness of hire.

Develop and maintain a deep understanding of PHS’ federal government clients, the manufacturing,

housing, and healthcare markets, competition and emerging trends within each of those industries.

Develop, select, implement and manage social media and other technology-based strategies to attract top-

rate candidates for key positions. Demonstrate and ensure expert use of social media sources, resume

harvesting and parsing, databases and job boards to source and pursue qualified candidates.

Evaluate and oversee management of recruiting solutions such as applicant tracking system, internal

applications (referrals, job postings, recruitment advertising, and hiring resources database), and external

company website content. Monitor, recommend and implement creative, effective and cost effective

procedures.

Ensure talent pipelines align with organizational needs; nurture relationships with prospective candidates to

develop an effective pipeline of key roles.

Build strong relationships with hiring managers and operate as their strategic partner in meeting hiring

goals.

 

Continuously evaluate team

 

workload to ensure optimal service delivery. Identify relevant indicators to monitor their performance. Track

key Talent Acquisition metrics (i.e. lag and lead measures). Deliver value-added recruitment services through constant process alignment and improvement; identify and eliminate barriers that affect the day-to-day operations. Ensure team achieves results.

  • Collaborate with the Organizational Development team to assess company efforts on diversity and inclusion that supports an environment of equal opportunity and competitive advantage. Identify and establish best practices to remove barriers that affect staff retention and advancement.

  • Collaborate with the HR Operations team to collect and coordinate aggregate data for talent pools and translate the data into deliberate action plans. Provide necessary training to leadership as needed and required.

  • Provide professional expertise and support in the design, development and implementation of the talent review process that is required to achieve business goals and results in the creation of career ladder progression and an internal bench of top talent.

  • Develop effective relationships within the organization and the hiring community to influence and impact the recruiting process and hiring.

  • Represent PHS at external forums, conferences and events. KNOWLEDGE, SKILLS, AND ABILITIES:

  • Effectively interface with senior management and staff. Build and maintain positive working relationships across the organization and with external stakeholders.

  • Talent management expertise and experience delivering HR support to an organization with 980+

    employees.

  • Leadership & Navigation. Ability to be pro-active, flexible and collaborative.

  • Ability to travel up to 25% of the time.

  • Microsoft Office products.

    QUALIFICATIONS FOR THE POSITION:

    (Any Equivalent Combination of Knowledge, Skills, Abilities, Education, and Experience)

  • Bachelor's Degree in human resources, business administration, or related field required. Master's Degree preferred.

  • Human Resource Certification, PHR, SPHR or SHRM-SCP required.

  • Ten+ years of progressive leadership experience in talent acquisition, recruiting and HR disciplines.

  • Proven expertise in building dynamic functional teams

  • Excellent communication and project management skills are essential.

  • Strong collaboration and relationship building skills, both within human resources and across all key

    stakeholders.

  • Ability to obtain successful outcomes by continuously striving to identify new and innovative ways of getting

    work done more efficiently and effectively.

    PHYSICAL DEMANDS:

 

Participate in budget preparation and has financial accountability for assigned areas and projects. Prepares

 

department budget and recommends for approval.
